There is a gap in Singapore’s urban tree management landscape. Organisations invest in pruning contracts. Contractors submit specifications and qualifications. Work is carried out. Trees are changed — sometimes improved, sometimes damaged — and most of the time, nobody with the technical authority to evaluate what happened was watching.
That gap compromises trees’ structural integrity. It costs organisations their liability protection. And in the worst cases, it costs people their safety.
The Level 3 Auditor course exists to close that gap.
This is the most advanced tier of the SS 724 Proficiency Pathway — designed for senior arborists, certified competent persons, landscape programme managers, and compliance professionals who carry technical responsibility for tree management at the portfolio and organisational level.
Across seven intensive modules, you will develop the competencies that define a true tree management auditor. You will learn how to verify that a competent person is genuinely fulfilling their role — not just holding a certificate. You will learn to evaluate pruning specifications before work begins and identify the technical and compliance gaps that lead to poor outcomes. You will conduct structured field audits across three phases, grade findings with professional precision, and communicate your conclusions in ways that influence decisions and drive corrective action.
You will learn to integrate risk assessment principles into programme evaluation — to ask not just whether the pruning was done correctly, but whether the programme is actually managing risk proportionately across a diverse tree population. You will design and evaluate whole-of-portfolio tree management programmes. You will assess biosecurity protocols and environmental stewardship practices. And you will develop the stakeholder communication and professional reporting skills that make your technical expertise influential at the executive level.
This course will also develop something that no technical manual can fully teach: the professional courage to maintain the right position under commercial pressure, to recommend what the evidence requires rather than what the client wants to hear, and to advocate for trees that cannot advocate for themselves.
